First, decide what screen resolution you want to program for (unfortunately, you chould probably still go with 800x600).
Then out you page contents into a table of that width. Having said that, you need to make sure that whatever you put into the page isn't too wide either (an image with a width of 1000 will make a table that is 800px wide become 1000px wide...)
