Web Outlook 2000 - (Failed to connect to MS Exchange) 1

Two domain one is for email,and the second is setup for
a fileserver. Only ADMIN group is able to access the Web outlook. I've setup the anonymous users read only access and checked the http to be enabled.
What to do?

To access the exchange server the user needs to have the log on local access for the server itself (the one with IIS if different from Exchange).
