Web Licensing

I have CR 8.5 Developer, with which I have developed web reports on a 'test' server. As I understand it, up to 5 concurrent users are allowed on this server.
I now wish to 'hand it over' to the 'live' server. Do I need to purchase extra licenses, or will another copy of 8.5 Developer allow us 5 concurrent users for this server?

You should probably call Seagate on this to confirm, but each Enterprise "standad" comes with 5 concurrent users on 1 server. So, I would think that if you have 2 servers you could use 2 Enterprise base packs, one for each server.
