Web Interface error deploying Cleint

Hello, I have a PS3 WEB Interface server deploying WEB client ver 8.0 which is failing. The client will launch fine when the "automatically deploy the web cleint at logon" is checked however I receive a http 404- file not found error when the auto deploy is un-checked and i try to launch it from my IE browser mannually. The Version and Class ID # are set correctly. I verified that the wficat.cab does exist in the C:\inetpub\

I don't know if you have already resolved this but here you go.
This is a thread that I replied to a while back and it seems to be the same issue.

This issue was related to IIS permissions.
