Web form application problems

Hello all,
I have problem running my web form asp.net application. I use postgre database, with odbc connection. I get this message many times while 2 or more connections are established: "The system is busy, please try later. Close this message."
The function that shows this message is powerbuilder function returnIt() inside execute_error.htm file that is placed in root directory of application.
