Web Folders

Does anyone know where Windows stores templates for Web Folders created from directories on the internet? When I create a new folder of an internet directory Windows uses the same template as the default "Web Folder" template, ie - the info panel reads -"Here you can create shortcut to..."

I've tried Windows\Web\Folder.htt. Changes made here only affected local uncostomized folders. Any ideas?
