Web Folder Creation/Connectivity with Win 9x and OSE on IIS

I have a problem that is driving me nuts! I am running IIS with the new OSE or FP99 extensions. My NT machines can add a web folder and publish to the web without any problems using NTLM. But all 95 and 98 machines refuse to connect. wecerr.txt constantly shows <br>
&lt;p&gt;The method specified in the Request Line is not allowed for the resource identified by the request. Please ensure that you have the proper MIME type set up for the resource you are requesting.&lt;/p&gt;<br>

I have tried both NTLM and Basic Authentication with no avail. I have added the IP to Proxy exceptions and to trusted sites list (worth a try..) but nothing seems to work. <br>
When creating a web folder.. the 95 machines show up in the IIS system log as loging on successfully and then immediately logging off - all within one second. If I try again.. nothing is written to the log.... unless I re-login on the 95 machine and try to create the web folder again.<br>
It appears that something is &quot;killing&quot; my web folders after one try.<br>

I reloaded IIS and created new web on own domain using basic authentication and now I get the error : <br>

you are unauthorized to perform the current operation<br>
<br>
when attempting to create web folder (in wecerr.txt)<br>
Office 2000 Server Extensions are worthless without web folders.....<br>
arggg! anyone have any ideas?
