I have a USB Web Camera on my PC. How would I set it up so that someone could view through it remotely using a web browser? Thanks.

Thanks I'll give it a try. So I need the webcam software on my end, but none is needed for a remote user? Except a browser I guess.
 
Exactly correct. It does not give a real time stream, but you can set it to update every 1 second if you wish.

For real time streaming, try Windows Media Encoder. Its free, and works quite well, although you have to have the bandwidth to use it.
