Web-based training: FrontPage, Dreamweaver or ToolBook?

I've been using FrontPage on our site (

http://www.lepsa.org)

for over a year now, with marginal results.

I just particpated in a two-day web-based training seminar, which suggested that FP is NOT up to the task for this application. They suggested using Dreamweaver V3 (@ $200) or "ToolBook" (@ $3,000).

Does anyone here have any experience in the distance learning field, and/or web-based training?
