I need to design web-based training for software on our company's intranet. What's the best/least expensive tool(s) for this purpose?<br>

Look at Flash by Macromedia. They currently have a 30 day free trial of the product.
 
You may want to check out Click2Learn (Formerly Asymetrix) ToolBook II Assistant or Instructor. These programs allow you to build Computer Based or Web Based instructional pieces. The web based stuff is ported out as DHTML or Cascading Style Sheets (CSS) which gives you some real interactivity options. Once the program is learned, the possibilities are only limited by your own lack of imagination. Great products.<br>
