Web application accessing resources in another project on WSAD

I'm currently using WSAD 5.1.2 and I have a web application that is in one project. It needs to access static html pages in another project but I am unable to get the web application project to access those static pages.

I have already tried going through the project properties of the web application and setting the Project References to point to the project that contain the static resources but that hasn't worked.

Can anyone help?
