Web Address not displaying the updated/current page

I am using Internet Explorer 6.

There is a website that I opened in the web browser and its home page displayed. Since then, this website has made many additions to its home page. One of my friend typed this address in his university PC (Internet Explorer 6) and he got the updated page with all new additions present. But when I type the same web address on my home PC, I still get the old page that was displayed earlier.

Upto now, I have tried the following with no success:
1. Clicked the Refresh Button
2. Tools -> Internet Options -> Delete Files
3. Tools -> Internet Options -> Delete Cookies
 
First off ensure you have all temp folders emptied. Second off all when choosing the delete files , are you also selecting all offline files?
 
Emptied all temp and Temporary Internet Files folders. Then used the command, Tools -> Internet Options -> Delete Files. This time checked Delete all offline content. But when I typed the web address, I again got the same old home page.
 
Just wondering, what isp are you using? For if your using certain dial up ones like earthlinks 5x speed dial up then that could be why. These certain isp's on dial up arent faster , they store information in folders after you download and keep them there so next time you visit they seem to "load" faster. Anyways the reason I blabbled about this , im starting to think maybe your using one of them. Let me know what isp and service your using if you can.
 
That was going to be my guess as well - some ISP or proxy server caching that hasn't been updated yet.
