We have a Netware 4.11 server with 60 client (50 DOS +10 WIN).
We observered that server gets slow down and so do client programs also.
Monitor shows 80-100% utilization during this period and last about 5-10 minutes each time.
This behavior started 3 weeks ago. Hard drives were tested with vrepair tool and
they seem to be failure free.
I suspect some workstation (client) consumes resources of server.
Please, could you tell me if there is any tool or program which is able to show
which and what extent the clients consume server resources.

There are many possibilities. In most cases I have seen, it was either a faulty LAN Card sending thousands of bad packets, or a faulty cable. Use a sniffer to see whats happening on the network while you have slow answers from the server.
