WD 120GB hard drive not showing correct space

I just installed a WD 120GB hard drive on my Win 98SE machine. I formatted it as 1 large drive with no partitions using a WD program. It formatted as 120GB. Under my computer it shows only 111GB capacity. But if I right click the drive and go to properties it shows 120GB. Also under explorer it shows only 111GB capacity. It I do something wrong, or is this normal? I could use some assistance.
 
This is the old definition of a gigabyte issue. The drive manufacturer uses 1,000,000,000 (1000 to power 3) bytes to represent a GB. Others use 1024 to power 3, 1024 to power 2 times 1000, 1024 time 1000 to power 2. 120,000,000,000 bytes is c. 111 GB on the 1024 to power 3 model. So, there's no problem - just different definitions.
