How Do I set a WCS controller to be a backup controller to my primary controller?

Hi,

Do you mean a "WLC" backup controller for your AP's or a backup "WCS"? If you are looking for a backup WLC, you can specify this in your AP templates. Just make sure you enter the SNMP name, not the IP. Hope this helps.
