Way slow downloads, but still have fast connection

For the past couple weeks, my downloads have been really, really slow. It can take a couple minutes or longer, sometimes the pages time out. The status bar at the bottom crawls along. The problem is when I go to pcpitstop.com and check my download speed, I get a good speed (711kbs). When I tried it, it took the page a few minutes to get done. I thought it was going to be a real low score since it took so long, but it said 711 kbs.

My machine is defraged, optmized, clean, the pages are loading really slow. Connection reports fast. What could be wrong? Thank you, Chris.
