Waving like a flag.

Hi, I'm looking for a software, plug in to wave an image like a flag and make animation out of it.

Please let me know if you know any software or plugin or anything..

but basically u can take a look:

to create a "static" flag....to aminate the wave u apply the same technique--create many layes of the progressive wave---show/hide them for a 1-2 seconds and make a .giff out of it.
so the concepts to digest are:
-layes
-text and shapes (effects)
-liquify
- image ready animiations and frames

Go to the photoshop section/Actions/Image Effects section. The action is creatively called "Photoshop Action." There is a picture of an American Flag next to the action. That plugin waves an image like a flag.
