Water Ripples or reflections.... 3

I'd go with taking the image into PhotoShop and using the 'liquify' tool to alter the shape of the water ripples on the river in a progressive fashion over maybe four or five steps. Then export out the images as a sequence into Flash and fade one into the other with the alpha setting (tweens or code) as a loop.

Might be a bit heavy on filesize (you could always use PNGs to just export the part you need to animate rather than save the full image each time) but it would look photoreal.

You could do something a bit lighter but less realistic with script. Bill had a link into a particle generator component a while back which did a few effects along these lines, maybe worth checking out.
 
I know you know where FK is at, but you might want to have a quick look at these...
