Watching blu-ray DVDs on Windows 10

Has anybody gotten VLC to play Blu-Ray disks on Windows 10? I have followed the instructions located here, but still cannot play the blu-ray I want to play.


Everything else I have found is downloading and installing other blu-ray players, which I'd rather not do.
VLC does have aacs codecs for download on their site but do not explain how to install them. There are no setup/installation files, there is a readme file but it only says that this was not meant for piracy. I am not looking to commit piracy I am only looking to watch a blu-ray on my PC.

Anybody have any suggestions?
 
Playing Blu-ray has always been tricky... I bought PowerDVD to be able to do it on mine.

Even with a Blu-Ray player software, some blu-ray discs still don't play (such as James Cameron's "Avatar"), because... well... encryption.

I have a linux KODI box that I set up to play blu-ray... and it plays every one except Avatar... which I have to put in my PS4 to play.
