warp option

Hi, ] really only use when and if, recently used the warp selection option on the left hand side ,then at the top there was a settings toolbar for adjustments etc , used it again recently now there's no toolbar at the top , any ideas, its PSP 9 version , and any tutorials on using warp

There is one on you tube but goes a bit quick fear my likeing
