The system is not designed to edlay dial.
That being said, I'm sure a way could be found by creating conflict dialing and using the conflict dialling timer to determine the edlay.

You can do it by using intercept handling.
Program a unique intercept to ring down to where you want it to on an 'invalid' number.
Then set your COS inter-digit timer to what ever delay you want.
Now if the user picks up the handset and doesn't dial, the phone will ring to where ever you want.
Downside is if the user actually dials an invalid number it will also ring down.
