Want to send message to the Computers in the Network

I want to write the Program which will display all the Domain and Computers in the network. And user should send the message to all the computers in the domain or to the individual computers.

One more thing is that this program should be not depend on the Front End. Front End can be anything for eg. Forms6i, VB, ASP.

I found a program called CNIMail which should put you on the right track.
This stuff does NOT work on Win 9X!
