Want to remove Standby

I am setting up computers for the public to use in a public library and when they click CTRL-ALT-DEL I don't want the word 'standby' to be an option. Does anyone know how to do this? I could diable CTRL-ALT-DEL in group policy but I want for staff to be able to shutdown the computer if necessary.

If you use Control Panel, Power Options, Always On, and set all options to Never, the system cannot standby no matter what option is shown.

You cannot remove individual components as you requested. You can in Group Policy make some changes for Shutdown, and its appearance.
