Want to create a 2D paper, 3D web merchant street map

I live in a heavy tourist community. I would like to purchase software that will create a characture of the streets and businesses in this core community without me being an artist to get it done. It could be a walking map that would automatically place assorted buildings. Where the storefronts will be paying for its development. Google maps, (as I understand) cannot be used but could be used as an aid. I don't want to get bogged down in the detail but it needs to be recognizable.

What software or business service can get this done? Mac and Windows.
