How do I restrict my users from setting internet pictures as wallpapers? I can restrict them from control panel and when you right click on the desktop, but I can't find anything to restrict from the internet.

Local Group Policy? (run gpedit.msc)
User Configuration|Administrative Templates|Control Panel|Display|Disable changing Wallpaper.

Or is that what you've already done?
 
I am controling the right click properties and control panel by using a third party software called scriptlogic, and I have tried the Hkey_CurrentUsers command of disabling the change of wallpaper. I will try want you are saying today, see if that works.
