Waiting for line on certain calls

Ok I have IPO 4.0.10 installed and a PRI.
99% of calls work fine, Exept a couple.
We have 2 blocks of numbers:
XXX68432XX and XXX68586XX when we dial 6849191 we get waiting for line.

Any Thoughs?

shortcode problem in the ARS or maybe just a system shortcode, trace the call in the SSA and it will show which shortcode it is using
