w98setup errors while installing, general protection faults

Working on a buggy computer that had some viruses and other anomolies. So many that I decided to just reformat the HD and start over. After formatting and about 30 seconds into the reinstallation process I get an application error. When I closed that it said I had a general protection fault and then said there was a stack dump. I tried a few different things (tried using different hard drive, running fdisk /mbr, using different 98SE disk) and it gives me the same error every time.

Here's the exact errors I get:

First error: W98SETUP caused a General Protection Fault in module GDI.exe at 0001:40C5

Second error: W98SETUP caused a General Protection Fault in module USER.exe at 0001:40B6

Then it closes to DOS and gives me this:
Standard Mode: Bad Fault in MS-DOS extender
Fault:000D Stack Dump 0000 0000 0070
Raw Fault Frame: EC=0000 IP=5EF7 CS=0367 FL=3087 SP=FFEE SS=02C7

It runs through these errors in this same order every time I try to reinstall windows. I've tried formatting again but it just does the same thing. Any help would be appreciated. I'm stuck. Thanks much!
 
It may be due to bad or loose RAM.
Remove and reseat it.
If no good, then insert it in different slots.

If still no luck, then d/l memtest86 and copy it to a floppy on another system.
Then, run the floppy on the problem system to check the RAM.
Also, test each RAM module individually if there's more than one.
