W98SE Images Won't Zoom In

I have a fairly new W98SE machine that will view images of any format but will not zoom-in for a larger view. This happens while in netscape navigator and internet explorer. I'm sure this is a setting somewhere in the browser, but haven't found it yet. Any ideas?
