W98 only boots up in Safe Mode?

More info please. Eg, does it go directly to safe mode by itself? When did this start happening - any hardware/software changes, major crashed, virus attacks before this?
Depending on you answer, I'd look at step-by-step boot. Logging the boot up (both menu options from same menu as safe mode), scanreg /repair after booting to a command prompt.
