w3c standards in validation... have they changed?

Hi, I was validating a web page the other day using the w3 validator and basically my page was rejected. I had the right doctype, I had the charset but it kept telling me I hadn't opened my head tag and had a closed one. I checked the validation on my own validator and it was fine, everything correct and present. Any one else had trouble with the w3 validator recently and can anyone tell me if a Css file needs a doctype now as well?
 
Ahhh, I think I may have found the problem. I'm using geocities, I think that's where the problem may have arisen when validating, as I just did it then with my copy on my pc and it validated straight away. As for the css file not validating, I don't under stand what you mean by MIME settings? Forgive my ignorance.

Just checking the css file then I think it may just be trying to validate from geocities that causes the problem.


I had a very frustrating day the other day with both html and css as I hadn't touched them for a while and was a bit rusty, and then contending with strange errors thrown at me and you could see it was a great day had by all.
