w32tm won't sync / stratum 1

We're been struggling with an old 2008 server. The time won't sync. Set peerlist to time.windows.com (or any other NTP server) and /stripchart shows the offset apparently correctly. For some reason, setting /peerlist doesn't seem to "stick". /query /status always shows local time source (Stratum 1) instead of referring to something else.

Is there something we're missing? Some flag? Something in the registry? Some group policy issue?
