W2K3 Server Start Menu Freezes

I have this problem and not sure where it is coming from. When I click on "Start", then "Programs" there is a long delay before the program list comes up and then a 2-3 minute delay before I can click on anything and if there is a sub-menu the delay is even longer. It seems that the deeper into the start/programs list I go, the longer the delay. If i'm patient and persistent to go real deep into the menu the server freezes up.

If I go "Start", "Settings" and "Control Panel", I can get to my administrative tools and do what I need to do. Navigating any other way isn't a problem.

I've search everywhere for services or processes that might be hogging up resources but nothing there. Any ideas would be greatly appreciated.

Have you tried right-clicking on the Start Button->Open->Programs. If you Programs is customized.. look for items that are no longer there, or pointing to a network share for instance
 
If I right click on start, then open and programs. I don't see the same items that are listed when I go start, programs. There seems to be alot missing. I've never gone that way to access programs so I really don't know what is suppose to be listed anyhow.

Try the same this time instead of Open select Open All users
