W2K3 R2 Shutdown and Restart APC UPS online

I have APC Smart UPS 2000 On-Line. I connected it with HP server ML 350 G5 having Windows 2003 Enterprise Edition R2. The UPS is also connected with the server by COM1 port. I want to shutdown and restart server automatically in case of power failure. I installed PowerChute s/w of APC and it lets me shutdown the system automatically but donot start when power restores. I did the following steps but couldn't succeed. Please help me in this regards...

There is also hotfix available for that i.e. Hotfix_819760_WS2K3_Shutdown_restart_UPS but it messages me that there is no need for this hot fix.

I did following steps....

Windows Server 2003
To resolve this issue in Windows Server 2003, follow these steps after you install the hotfix that is described in the "Resolution" section: 1. Click Start, click Run, and then type gpedit.msc.
2. Under Local Computer Policy, expand Computer Configuration, expand Administrative Templates, and then expand System.
3. Double-click Do not turn off system power after a Windows system shutdown has occurred.
4. Click the Setting tab, click Enabled, and then click OK.

Start Registry Editor on the server, and then locate the following registry subkey:
HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Windows NT\DontPowerOffAfterShutdown

Type 1 as the REG_DWORD value
