W2K/ XP Pro Burning rights

I am running a network for approx 70 people and am currently doing a slow upgrade to XP Pro from a multitude of different OSs (95/98/ME/NT4)however the W2K/XP Pro machines with CD Burners on them are telling users (other than Admin) that they need burning rights to be enabled to allow them to burn CDs. Having looked right through the securities and services areas I have not found anywhere to allow users these rights. If anyone has an idea on this I would be most grateful.
 
I know a lot of people are having the same problems, but we us Nero - around $25/each - contact them directly via email, if interested. Nero has a utility called burning rights that makes registry changes to allow everyone (or who you want) to burn CD's. Works great!! I'm sure that thier is another work around but I don't know what it is.

From what I understand, this is a problem with Nero. My computer was fine till I installed Nero.

There are two possible fixes (first one I've tried, second one???)

First one:

1. Logon as Administrator.
2. Start nero.
3. Click File -> Preferences.
4. Click the Security tab.
5. Choose which users are supposed to have burn rights.
6. Apply the changes and close the window.

For some reason when you install Nero, it doesn't prompt for you to set security...

Second one:

Someone told me this works, try at your own risk:

Go to the machine's local security policy, and Enable:
"Restrict CDROM access to locally logged-on users only."
(From what I understand, EVERYONE on the machine will have burn rights. You might not want to do this.)

Dunno if the latter works.
