W2K Terminal Server and User Desktop

I am trying to setup our W2K Terminal Server with a 'Standard Desktop' for ALL the users, which will only have program shortcuts based on the ALL Users Desktop. I do not want them to have access to any Programs from Start.

I was hoping to be able to do this using a GPO placed on my Terminal Server OU and using loopback, but can not find the perfect set of restrictions. It seems to be a half of this or none of that situation.

Do I have to use Profiles? Also can I create an setup that only uses 1 Profile for all users?

Any suggestions are greatly appreciated.
 
I'm guessing there is a way to disable the start button in the registry, but don't know enough about it. Anybody out there have any suggestions? Glen A. Johnson

How about only allowing a specific set of executables to be run by the users?
