W2K services fail to restart after reboot with logon failures

This is an awkward one to explain so bear with me........
I have a problem on my w2k server where the local service accounts I have setup for SQL and Backup Exec fail to start after I reboot.
I have to reset the user account password and re-enter it in the services properties aswell before it will restart.
I have also had a strange problem with Backup exec and i am starting to think they may be related.
I installed the server along with all the applications in a stand alone environment and everything worked fine.
It appears that since adding the server to a domain the backup exec fails with a ' Remote Agent Logon Authentication Failure' every time.
Veritas themselves spent a while on it but the problem still occurs.
When I have reinstalled backup exec it works fine for the first backup only then fails again.
I think it may have something to do with doamin policies but im not sure. I know the domain has group policies enforced.
If I remove then reinstall backup exec it works again for the first time then fails again.
Anyone else had this problem or have any ideas?
