w2k server boot up w/o any icons just task bar

last week we got hit by msblast and some other new virus, got system up an runnin' after ms patches and symantec patches. but now our w2k server boots up w/o any icon, just the task bar, if you click on start it will show you the menus and server is able to move on to programs... but if you try to darg and drop an application to the desktop it won't let you do that. any clue.

try the following

right click on the screen and under active desktop select show webcontent

by the way the server got SP1, it won't allow me to install SP4, even in safe mode. run a SFC (system file checker) and got no errors...
