W2K Network Connection Issue

I have a Dell GX60 and I'm having Network Problems. I am getting a Link light on the network card, but the machine is not connecting to the network. I've verified the connection by using a laptop, so I know that isn't the problem. I bought a USB Network adapter to eliminate a hardware problem. When I do an ipconfig I only get "Windows 2000 IP Configuration" .... no information. Also a status of the LAN Connection shows 0 transmit and 0 receive. Does anyone have any suggestions?

Drivers installed and device is functioning properly. No conflicts. No firewall installed. No static IP set. When I ping 127.0.0.1, I get this message:

Unable to contact IP Driver, error code 2,

It sounds like a corrupt winsock. This article describes the issue but it pertains to XP vista and server 2003.

This says it is for XP but have run it on 98 ME 2000 and XP and it works fine.
