W2k File sizes

I was checking my profile size when I went from an NT workstation to a w2k workstation. It was about 4 meg on my NT box, and it is now about 16 meg since I went to W2k. When I look out there at documents & Settings, then my user, then cookies, it says 428kb file size and size on disk 10.3 Meg. The Favorites folder has the same situation. Is this because of a minimum size for file storage, and can I change this ?
