Vti_pvt\service.cnf error when publishing site

Dear Folks,

I am getting this message when attempting upload my site:

Server error: server extensions were unable to access the file "G:\_vti_pvt\service.cnf". Please check the file permissions.

Any ideas on how to fix this?

Running Windows XP with FP 2002.
