No it won't .
Since no members is availible there is no sence
playing welcome message for a group you wont be entering .
The overflow could be to another ACD with welcome msg .
In this case it's correct that the welcome message played is from
the group that an agent is answering from .
And the welcome message won't start to play until the
acd group has seized a free agent ,thats also a reason.
