VSS Server and Client sharing

We are trying to install VSS and share it among the developers...we have followed all the basic instructions BUT still receive errors

1. unable to open the ini
2. access denied on every file you can anme
3. database not found even though it can be found with Browse..

HELP..we load one computer with the server and then the client logs into that box and runs the netsetup.exe...but still nothing...even when the client runs from the cd rom..

And we just added Service Pack 5 still errors with opening log files then right.dat..then the whole list
