VShield Disables Itself @ Startup

I have windows 2000 and NT4 machines that when they bootup, the VShield is in a disabled state and you have to go in and manually enable it.. Not all the machines are doing this. Any suggestions on how to rectify this problem
 
Check if the services "AVSyncMgr" has the correct account assigned. Happens if the account password being used is incorrect.

I have looked around and can't find where this configuration is set at .. could you advise .. thanks
