What is it and how do I run it?

To put it in simple terms, VREPAIR is the Novell equivalent of SCANDISK for Windows. If during a volume mount, the server decides there is a problem with the volume, it will automatically VREPAIR the volume and remove the errors prior to mounting it.

I wouldn't advise you use VREPAIR unless there is a problem, but the TID below will help you understand VREPAIR more:
