I have a 50e with SIP phones and three VPN's in a campus type LAN environment. Everything work great at the location where the 50e resides. However, in two of the VPN locations I have a repeated problem with static and cutouts. The IT contractor says the problem is QOS settings in the 50e? My vendor says QOS is a bandwidth provider issue, which I happen to agree. Anyone has this type of experience of "he said/she said" please?
 
Have you enabled the jitter buffer for SIP devices? Check on the PBX - PBX Configuration - SIP Settings page. "Static and/or cutouts" reported by users are typically caused by packet loss, which could be result of a high jitter and no jitter buffer.

To find out what is going on, you could enable a packet capture (Support - Packet Capture), complete one call with a remote phone and then review the packet capture using Wireshark. When you select the RTP streams of that call (the remote phone part), Wireshark can display statistics for both RTP streams (jitter, lost packets, etc.).
