I run a virus scan and malware scan to remove infections but found vpn7x32.exe in the program files which I know for sure have not installed that .
Does any one know what that application does?

I cannot find anything that suggest it is a virus, and remember that the files a program install will not always have a name that relates to the program.
vpn could stand for Virtual Private Network, have you connected to any new network enviroments, installed file streaming software, that sort of thing?

The name suggests that is a virtual private network program. It may be from something you installed (safe?) or someone is watching (very bad!) what you do in order to get bank info, etc.

Of course, there is no proof that the name is what it actually does.

Looks like a compressed self-extracting file, from Microsoft. "No suspicious behaviour reported so far."
(Hope link works!)

Thanks for all your ideas and it looks the system was compromised so I will need to reinstall and learn from my mistakes.
Quite strangely, after running virus and malware scans, and upon boot up, operating system appeared weird. I have reinstalled and learn from my mistakes and now will be very cautious and consider the web not all that safe.

I don't think that that file indicates that your system was compromised as previously states. You are getting paranoid though certainly the internet is stacked with things waiting to jump out and slay your veil of security.
