A VPN connects two remote offices over the insecure internet securely by encrypting traffic from site A before it goes out to the internet, and decrypting the traffic when it reaches site B. The two sites will then be joined as if they are on the same network. There are any number of site-to-site or remote-access VPN appliances available very inexpensive----what kind of connection (WAN) are you looking at? ADSL? Cable? Frame relay/T1 (VPN would not make much sense in this case...)?
