VPN without firewall

We have a client that has a Windows 2000 network that is interested in VPN. They will have about 5 users max using the VPN. They already have a Cisco router with firewall. My question is does any know of a low end VPN solution that does not have a firewall since they already have one? I don't want a double NAT situation where the Firewall/Router NATS it and then it goes to the VPN/FW which would NAT again.
The Cisco VPN solution for the router is too pricey and time consuming to set up. I was hoping for an appliance of some kind they could just drop on the network and redirect outside VPN traffic through the firewall and router to it.

Any help would be greatly appreciated.
