VPN - WIN NT - Modem into HUB????

I have the following set-up:

A hub with an in-house Windows NT 4.0 Server PC, an ADSL Ethernet modem and various client PC's attached.

IP address provided by ISP: 217.155.192.246
In-house server IP address: 169.254.150.151
ADSL modem IP address: 169.254.150.170
Clients: vary from 169.254.150.151 upwards

The default gateway of the server is 169.254.150.170 (the ADSL modem, a DLINK DSL 300G+ The default gateways of the other machines are unset.

The protocol used is TCP/IP with Windows networking and file/print sharing.

The server has 1 NIC installed connected to the hub, as does all the client machines. The ADSL modem is connected direct into the hub.

I have installed PPTP and RAS on Windows NT (it detected 1 RAS compatible device).

What is the next step to allow remote (dial-up users) to VPN into the files on the server? I currently get no answer when I attempt to dial-in.

Do I need to set-up some form of forwarding so requests to public IP (217.155.192.246) are routed through to in-house server (169.254.150.151)?

Due to physical restrictions, I want to keep the set-up as it is (I do not want to multi-home the server or connect server direct to ADSL modem).

The reason only the default gateway of the server is set to the ADSL modem (and not all the clients) is because we run a proxy server to restrict clients access to WWW.

Can anyone help please? Please feel free to ask further questions to gain an understanding of our set-up. Thanks.
