VPN w/ dynamic IP addresses

Hello,

I am wondering if it is possible to set up a VPN with our setup. We have a server, running Mac OSX Server 10.3.9, and our main office has a static IP address. Our other offices all have dynamic IP addresses, and do not have servers. But at every single office, all of the computers are behind routers.
Can a VPN be setup in these circumstances? The behind the routers and the dynamic IP?

I have been able to do so, but I'm having a problem with sharing devices like printers, so it's not 100% yet. Router is setup to pass the port request to the server and I can connect and remote desktop to any machine on the network, however I seem to be having the afore mentioned problem.
